How To Treat Dry Flaky Skin In Inner Thigh Causing Itchiness?

Hi, I have white dry flaky skin in my inner thighs. Sometimes it itches and the skin begins to peel off. I tried hydrocortisone and it only works temporary. The skin will clear up some but the dry patches reappear within a couple of days. It's like a reoccurring process. Some of the skin has become a little rough.
