How To Treat Dry Skin And Itching On Legs?

Hi, i am female 17 this year, I am Singaporean. I have 'Snake-like' skin on both of my leg since young and it is very very dry. I went to see lot of doctors and they gave me lotion which are not useful, some times after applying , my skin will feel very itchy.
