How To Treat Dryness Of Skin On Face?

over night my face has become realy dry and bumpy, really bad on my cheeks, forehead and chin, itis not flakey but it is bumpy and itchyand i have tiny white heads... i had a similar thing on my arms without the whiteheads a few years ago and was told it was hay fever related, could this be the same and wha should i do about it...
