How To Treat Heat Rashes And Bumps On Arms?

I am a medium skinned female who is out in the sun alot and just have experienced for the first time 2 weeks ago sun poisoning . I did not have a sunburn and I had on sun screen and now when i get out in the sun my arms turn red again and those little bumps come up..why is this happening now?
