How To Treat Hives?

my husband,44 yrs old,having high blood pressure and recently diagnosed with diabetes is suffering from repeated bouts of rashes,hives and welts since 6 months.hav already been to a dermatologist and was put on multiple courses of different drugs and diet restriction but with no positive result so far.it usually occurs in the morning especially in hands and back with pain in fingers and heels.kindly opine.....dr.dimple(M.D.S)
