How To Treat Itchy Pimple Like Bump On Top Of Forearm?

I have had a small (<1/8 inch) smooth, raised wart or pimple like bump on the top of my forearm for about a year and it does not seem to be going away. When it initially appeared I though it was a pimple, so of course I picked at it, it almost looked like a white head. I scratched off the top and it grew back but it really has not increased in size much or at all. The pinkish/red color of it is limited to the raised area, which is sort of oval in shape. It does not itch or cause pain. I don't remember there ever being a mole or anything like that there before. I am 33 yrs old, and I freckle on the arms and shoulders in the sun. Is this something to be very concerned about, ie should I wait and see if it changes or get it checked out? No insurance...
