How To Treat Light Red Rashes On Neck,ankle And Behind Knees?

My daughter 2.5 years old recently developed rash kind of symptoms, initially it was in her left hand folding areas now that is spreading and looking like a scaly skin and little reddish in colour, she has developed in many areas like this in her neck, in ankle,behind her knees. Do I need to consult the specialist?
