How To Treat Loose Skin Around Anus Causing Pain?

I have loose skin right around my anus on both sides. Like the skins been stretched and its flapping. I've had it for years but its gotten worse. Hard to keep clean and hurts sometimes after I wipe after bowel movements. Thought it was two hemmroids at first but they have never gone away. Its very embarrassing. I try to tuck them back in at times with Vaseline. What is this and can it be removed? I looked up partial rectal prolapse but its skin I can actually pull on it. Its really gross looking.
