How To Treat Pain Noticed When The Penis Are Erect?

hello,i am 31 years by october 2011.when my penis is erect my fore skin is very tight and not rip the head,but when it is shrunk i can pull the skin along the head and then i see that i have frenulum breve and that position i cant make my penis erect as it is very painful.i have no sex contacts yet .should i go for a urinologist.
