How To Treat Raised Itchy Bumps On Neck And Stomach?

My son has a few small raised itchy bumps on his skin - some on his neck and a few on his belly but nowhere else. He says they are itchy but they aren't red and there is no swelling around them; they are very small, almost pinprick size. The older ones have developed scabs.
