How To Treat Recurring Itchy Rashes On Chest,neck And Stomach?

my mom has a really bad recurring rash that appears under her breast, around her neck, on her stomach, and chest. She has used calamine lotion and cortisone 10, nothing seems to help.. and its very itchy. im worried it could be contagious.. please help.
