How To Treat Red And Swollen Foreskin?

hello doc, I am having an issue with my foreskin. it is red swollen and has been for a few days now. i used ice packs to try to get the swelling down. i have used balmex and neosporen and no change. i just took a shower and washed it our for about 5 min. it mainly hurts when i pull back on the skin. it feels like it is splitting kind of like a split lip. what else should i do?
