How To Treat Red Itchy Dry Patches On Testicles Inspite Of Using Eczema?

I have one large red patch on my ball sack and several smaller ones around the base of my penis. They are itchy and are very dry - almost like dead skin. I have been using eczema cream on them and it seemed to work and the faded and became less irritated, though they have come back a bit now and are itchy again.
