How To Treat Red Patch Like A Bruise At Back Of Hand?

I have a red patch on the back of my hand. It's like a bruise when I touch it, but otherwise it feels like nothing. It came up a few days ago and then a white bit came up in the middle. It also looks shiny compared to the skin around it. Can you help?
