How To Treat Red Rashes On Skin That Looks Like Hives Due To Extreme Cold?

Hello, I am asking this question for my father. It is currently snowing at our house, and anytime the cold wind hits his skin, He instantly gets this red rash that looks like hives. It goes away after a while but it is still bothersome. Do you have any idea what it could possibly be???? Jessica
