How To Treat Tanned Skin?

Hi, My daughter has brown skin. In the past 2 years the skin around her eyes is getting lighter and scally. The lower part of her face has a tan but the skin around her eyes is not tanning. I have tried putting Aquaphor every night around that area, no luck yet.
