How To Treat The Red Patches Of Skin Permanently?

Hi doc, my skin have been growing red patch since i went to national service and i had visited my family doctor many times and even skin center once. They all told me i had eczema. These patches seems seasonal and i don't know what trigger them. They seems to be more and more each time it triggers. I have been using cetaphil to bath and apply moisturizer on affected parts but it seems useless. I also tried applying anti-inflammatory cream which helps but the problem will come back when i stop applying it for few weeks. Is there any other solution as i do not want to depend on the steroid cream so much.
