I Am 18 Years Old, Sexually Active. Was Placed On

I am 18 years old, sexually active. Was placed on birth control pills at age 12 for regulation of my periods. I had one pap smear when I was 13. I have not had another pap smear since. Health department refuses to perform one, even though they hand me my birth control pills, also menstrual cycle irregular for past 6 months . I have pain during intercourse, no pain following. I have family history of ovarian cancer. Would you recommend a pap? or just go without?
