I Am 25 Year Old Addicted To Masturbation From Past

I am 25 year old addicted to masturbation from past 4 years.also i got circumcised 4years ago only.now from past 2 months i am noticing that after few minutes of masturbation both the lips( or inner lips ) of the tip of my genital slightly bloats and come out . and it hurts if any cloth or hand touches it. And it takes more than hour to return to its normal state.so till then i should not touch it with anything because it hurts if do.it is bothering me so much that i feel then not to masturbate again but i wanted to. So plz tell why this is happening now which was not there earlier.
