I Am 28 And Have Been Waking Up Congested Regularly

I am 28 and have been waking up congested regularly for at least half my life, which my doc has suggested is post-nasal drip. The last two mornings there was a small amount of blood at the top of the drip when i cleared my throat but the rest was clear. I recall that this has happened before but irregular enough that i dont recall the last time. Could this be attributed to sinuses?
