I Am 3 Weeks Post Op From Having Left Knee

I am 3 weeks post op from having left knee arthoscopic surgery due to a torn meniscus. I have two things going on: 1) It feels like there is a band tied around my knee. I think this is probably just swelling but it is very annoying and really limits movement. It definitely gets worse as the day goes on. I've been doing a lot of icing. 2) Every few minutes I get these "goosebumps" from knee down on that leg. What would be causing that? It is such a weird sensation. I noticed this immediately after surgery.
