I Am 38 Years Old And Getting Reddish Eye, Not

I am 38 years old and getting reddish eye, not sure because of late night sleep or any other reason. I visited one doctor and he suggested to do one surgery because there is one muscle developed below eye. Which may touch to black ball and affect my vision so please suggest do I need to go for any other test before surgery.
