I Am 46 Years Old And My Chest Area Is

I am 46 years old and my chest area is very rough..red and unhealthy looking....I don't remember having this problem 2 or 3 years ago. My skin is beautiful in all other areas. My daughter who is 18 told me my face looks like I am 36 and my chest looks like I am 70. I am very confused. What could this be?
