I Am 58 Years Old And Have Been Diagnosed With

I am 58 years old and have been diagnosed with severe copd. About ten years ago I had surgery for gall bladder removal where my doctor also had my lungs suctioned. I had a piece of loose skin at the top of my lungs which had been causing me to Cough (very often through the day) uncontrollably, while Gaging, Eyes Watering, Sneezing, Red Face, Staining. This made a phenominal improvement in my breathing. My question is would this same type of surgery be helpful for my COPD and how would I qualify in Canada for this surgery and if not would it be possible for me to pay cash for this operation in the U.S.?
Thank you.
