I Am 59 Yr Old Male. In My Late 20's

I am 59 yr old male. In my late 20's - early 30's it was difficult for my wife and I to conceive as I had low motility due to "hot testicles." My inner thighs along scrotum are red like a sports rash due to this "heat" but not flaky. My thighs in that area have become a little itchy lately, not annoyingly so but noticeably. I applied Gold Bond's once this morning but still somewhat itchy now. While inspecting I noticed that I have some very small red corpuscle type bumps on my scrotum.
