I Am 68 Year Old Female. I Have Type 2

I am 68 year old female. I have type 2 diabetes. I have been having extreme pain in my right shoulder down my shoulder blade. It is continuous and worse when I reach up or down. I went to a chiropractor to no avail. I have had 2 herniated disk surgeries in my neck, a bone spur surgery on that side. What do you suggest?
