I Am 69 Male. My Lower Left Leg Is Swollen

I am 69 male. My lower left leg is swollen around the ankle. The top of the foot is reddened. The calf feels tight. The bottom of the shin on the left gets cold on resting. Sitting at a desk exacerbates these symptoms. Exercise relieves them.
Health background: I have Parkinsons; lost smell 10 yrs ago; tremors for 4 years; the present leg symptoms have been present (but not as severe) for ca. 8-10 yrs.
