I Am A 21 Year Old Male. A Month Back

I am a 21 year old male. A month back I had oral sex with my friend, a week later my penis started smelling fishy and tiny red bumps started appearing on my penis head. I used an ointment Elecon (Mometasone Furoate Ointment) one day and the bumps decreased. After two days the bumps started coming again. Once again I applied this ointment under my foreskin overnight and condition got better. What are these bumps and is there a permanent solution for this? Should I use elecon? I am getting really worried right now. Please reply as soon as possible.
