I Am A 32 Year Old Female. I Have Had

I am a 32 year old female. I have had a severe headache with some neck pain and decreased range of motion for 30 days with onset of bilateral arm numbness, tingling, and weakness about a week ago. I was sent to a neurologist for the headaches and expressed my concern that it is originating in my neck. I had a cervical MRI and was told yesterday that it is normal. A year and a half ago I had similar symptoms in my lower back/legs, was told I had a normal MRI, and finally the fifth doctor to read my MRI saw the herniation and I ended up with a fusion. So I am not 100% confident in a "normal" reading, especially given my symptoms. 1.) Am I being paranoid? 2.) Is there a quick and preferably free way to get the MRI read by another radiologist?
