I Am A 59 Year Old Border Line Diabetic Male.

I am a 59 year old border line diabetic male. Last week I fell asleep with a heating pad on my upper outer leg and woke up with a deep burn directly above a vein. The vein is now raised and is now numb. The burn doesn't seem to be getting much better. Can a burn do damage to my vein or is it a separate issue?
