I Am A Diabetic. When My Right Arm Tingles As

I am a diabetic. When my right arm tingles as if the electric current is going through it, i thought of diabetes nerve damage. I went to see my PCP yesterday and she ruled it out, because my A1c was 6.8, not high enough, and the sensation started from the neck & shoulder downward, not from fingers to go upward. What can this problem be? Thank you.s
