I Am A Male Of 71 Years Of Age And

I am a male of 71 years of age and get a pain 2 - 4 seconds after ejaculating. My GP has recommended I research Urologists to reverse a previous vasectomy on the one side. Three points of interest:
1. What do you recommend local or general anaesthetic?
2. Urologist only or Urologist and plastic surgeon?
3. Scalpel or non scalpel?
Cost is important because medical insurance will not cover this procedure . Thank you for your help.
