I Am Court Appointed Special Advocate For A Little Girl

I am court appointed special advocate for a little girl and I am looking over her "health passport" provided by DHS and in the category of fetal alcohol syndrome, the diagnosis states " nox, influences all, fetus/nb via placenta, breast milk, etoh". Verification status "diagnosed by professional, documented in record. I'm a little confused by the wording! Please explain!
