I Am Diabetic And Recently (last Month) Have Had Itching\burning

I am diabetic and recently (last month) have had itching\burning on my feet, legs and arms. It feels like flea bites. When I unconsciously scratch the areas whelp up, of course. We have no pets and I have sprayed areas of the house where I experienced the itching several times. I am wondering if this is diabetic neuropathy?
