I Am Experiencing Episodes Where My Eyes Feel Like They

I am experiencing episodes where my eyes feel like they are moving sideways in the eye sockets causing dizziness, terrible brain fog with this to the point that I can't concentrate. Makes me feel like I have been drinking too much alcohol. slight headache. Feelings of emotion also..either want to cry or become inpatient and angry. What could this be?
