I Am Experiencing Pain In My Muscle At The Base

I am experiencing pain in my muscle at the base of my neck between my shoulder blade and my spine. This pain travels down my arm and hurts at my elbow. It subsides and then it gets worst. There is also tingling in my hands. This has been going on for a couple of weeks now.
