I Am Extremely Dizzy It Feels As If Everything Is

I am extremely dizzy it feels as if everything is spinning. I have gone to the ER for a similar problem and was told it was fluid in my inner ear. They told me to take dramamine I've still been having the same problem for months (getting dizzy all the time) though not as severe as today. What could be causing this?
