I Am Having Swelling In My Ankles And Have Deep

I am having swelling in my ankles and have deep indentations when i weare socks or knees highs. I'm on a high blood pressure/diurectic but at times my pressure gets too low and i can't take the medicine. Should I be seeing a vascular doctor or my cardiologists?
