I Am Having Swelling & Pain On My Neck Behind

I am having swelling & pain on my neck behind my head with serious pain to my right arm. I had surgery in August to remove a large cyst from my back. During the surgery my spinal cord was accidentally punctured and I had to stay in the hospital for 5 days laying flat on my back with my head lower then my feet.
Could this swelling and pain be related to the puncture? Could I be having leaking again? I have never had this swelling before & my spinal cord was punctured twice last year.
