I Am Having Trouble Holding My Head Up Especially When

I am having trouble holding my head up especially when making eye contact with some one it is a effort to lift my head up to make eye contact and when walking i am always looking down at the ground as my head does not hurt as it does when i hold it up this has been happping for the last3-4 months.
