I Am Having Trouble With My Penis Retracting Into My

I am having trouble with my penis retracting into my body and it scares me really bad And upsets me. I had a kidney stone cut out of my head last year and ever since then ive had problems with urinating and the retracting. Why is this and what should I do? Scar tissue??? At times I have to give myself a foley catheter.
