I Am In A Retirement Community. A Guy Who Sits

I am in a retirement community. A guy who sits near me is said to have dementia. He speaks too loudly, repeats himself especially with regard to observations about personnel, walks with a cane, and repeatedly
sits in seats for long times where he can watch people going by. Dementia? Anything to do about it?
