I Am Inquiring For My 84 Yr. Old Brother-in-law Who

I am inquiring for my 84 yr. old brother-in-law who had 2 mini strokes last week. Apparently in is at a hospital that is not covered by Horizon Blue. He was taken to Passavant Hospital and just went for checkup with his doctor and the doctor sent him back to Passavamt hospital for observation for what reason I do not know at the present time. What hospital should he go to have his coverage. Also when he was released the first time they would not cover his admission to Harmarville rehab center. Can you help me out with any info
