I Am Only 13 And I Have Very Dark Skin

I am only 13 and I have very dark skin above my lip going to my noise, and then the outline of the laugh line. I think im too young to have dark pigmentation on my skin. I don't know if it is genetic but I have had it for several years. also really dark eye area. not just the bottom lids, but the whole eye lid area. I just need to know how to change these dark areas to match my normal areas. thanks
