I Am Pretty Certain My Toe Is Broken. Never Had

I am pretty certain my toe is broken. Never had one before but it is very swollen and bruised all the way around. (Pinky toe) i cannot bend my last three toes. I had an xray but the dr says he doesnt see a break? That sometimes the 1st xray won't show any sort of break. This happened 2 days ago and seems to be worse now. After I apply ice the bruising looks worse.
