I Am Prone To Eczema But It Is Not Really

I am prone to eczema but it is not really anywhere except some fingers. But at the moment I have what looks like roundish 1cm outbreaks on my legs below the knee mostly on my right leg (around 9 patches and a few on my left). It is quite itchy and does not respond very well to steroid cream - where usually the Novasone eliminates eczema, these spots improve but don't disappear and have flared up quite badly.
