I Am Three Weeks Late On My Period. For The

I am three weeks late on my period. For the past three weeks when I use the bathroom and wipe there is blood on the tissue. It is on and off for three weeks now. Not enough to wear anything like a pad. It's there in morning and by evening it is gone. I have irregular periods and two weeks ago I took a test and was neg. what could this be?
