I Am69 Years Of Age And Have Been Told I

I am69 years of age and have been told I am pre diabetic and I do take a diuretic but my ankles always swell at the end of the day. For the last 5 years I test my blood each morning and have been holding at 131 -150 if I wasn't careful enough the day before. My other foot issues is that I can not wear shoes with a back in them with out causing pain, but I now have extreme itching redness, and swelling in a few of my toes and I am not sure what to do. Anti fungals have no effect. I am using anti-itch cream and lotions but the itching at night is terrible. I have had this flare up before, even in the summer, but this is really worse than ever this time.
Someone told me it could be because I inherited Raynauds from my Father who was officially diagnosed and discharged from the Army because of it. Could that be?
