I Begun Suffering From A Rash In My Genital Area

I begun suffering from a rash in my genital area 3 weeks ago. It spreads slightly onto my thigh also. The “hive” like bumps are itchy, and dry out and peel. I have been receiving laser hair removal treatment and wonder if this is the cause but it’s not in any other area.
