I Believe I Have A Case Of Short Frenulum. I

I believe I have a case of short frenulum. I can retract my foreskin back over the head but there comes a point where the frenulum attaching to the foreskin and head makes it painful to stretch further and causes a slight bend on the head. I am 26 year old male 2ith a weight of about 75-78 KG.

Kindly advice. I have read about frenuloplasty. How much does it cost? Should I visit a urologist in any hospital directly for an opd consultant?
